Found these I clearly got years ago cannot remember what in the world they are. It seems like maybe a piece of material is supposed to go in between the base of the metal thing and then I’d attach the screw to hold it together?

The only thing I can guess is, maybe it’s uses on a purse or something that you would then attach a clip/handle to the loop part of the metal? Please help
