Okay so I made a really unnecessary alteration to the top and now feel like it looks off

If you saw someone wear this in public, would u think it looks off?

We are going to an upscale to “casual elegant” restaurant and a speakeasy-style cocktail lounge. We both prefer the navy blue dress. Is it appropriate or too much?
