Opened a chocolate bar and found the lighter shade under the label after having a piece. I’ve seen people saying it’s “Bloom” from being in the sun, but just want to be absolutely sure that’s the case.

What is this black metal piece mounted next to a residential toilet? There’s a separate TP holder. The arms are 2.5 inches long and about .75 inches wide. Nothing moves. The flat sections of the arms have texture.
