These things are common in basements in my
Neighborhood. There’s a thick cable that goes to them and then the go through the basement wall into the neighbor’s basement wall. The cable is thick — thicker than coax. The black thing is about a foot long. Any ideas what these are? And if it’s safe to cut it?I should add I’m in Ohio, and most of the houses in my neighborhood were built between 1890 and 1940.

A closely watched vote in the U.S. House has highlighted growing divisions within the Democratic Party over support for Israel. Lawmakers voted down an amendment that sought to eliminate $3.3 billion in annual U.S. aid to Israel, with the measure failing by a vote of 314 to 104.
Even so, 103 Democrats supported the proposal, representing one of the largest departures from the party’s longstanding bipartisan backing of Israel.
The amendment, introduced by Republican Rep. Thomas Massie, was considered during debate on a State Department funding bill. Democratic leadership was divided on the issue, with Minority Leader Hakeem Jeffries opposing the amendment and Minority Whip Katherine Clark supporting it.
Many Democrats who voted in favor of the amendment said they were protesting Israel’s military campaign in Gaza, while others argued that humanitarian assistance should be addressed separately.
Although the amendment did not pass, the vote underscored changing views within the Democratic Party on U.S. policy toward Israel and is expected to influence future congressional debates.
