Found in Anaheim Hills, CA. They have these fancy lamposts here in the hills but every 7th lamppost or so has these cylinder things on top. No sign of a camera, so I don't think it's flock, but I also don't not know, either

I went to stream the World Cup game on my lunch break using the service Fubo, and instead of loading the game it just pulled up this image, which is the exit I use to get to my workplace. Any ideas why this might have happened?
