Honestly I’d be a little more upset about a giant billboard smack dab in the middle of a public beach staging area than how much water either takes. Despite its message, it’s still an ad, and the world is dystopian enough already to have ads littered around the beach and blocking the sunset.
If it’s like lawn sign sized then fine I guess but the perspective makes it look HUGE.
